In an effort to stimulate the economy of the Northwestern portion of Tioga County, the Tioga County Development Corporation (TCDC) investigated and applied through the Pennsylvania Department of Community and Economic Development (DCED) for State Enterprise Zone Designation along the PA Route 49 Corridor. In December 1995, the 49 CORRIDOR Enterprise Zone was approved as an Enterprise Zone in the Commonwealth of Pennsylvania. It was comprised of nine (9) municipalities, which made it the longest most rural Enterprise Zone in Pennsylvania at the time.

The 49 CORRIDOR Enterprise Zone was been an effective economic development stimulus. From 1996-2006, Manufacturing Employment increased 83% from 744 to 1,363. Although two (2) Manufacturing Firms ceased production in this time frame, the County added four (4) new establishments. Private Investment in new plant and equipment by Manufacturing Firms exceeded $95 million.
