Robert J. Blair, President/Chief Executive Officer
President/Chief Executive Officer of the Tioga County Development Corporation, Bob is a native of Tioga County. As President/CEO of the Corporation, he provides direct business assistance and loan financing to Tioga County Industries and businesses; serves as the Administrative Entity for the Tioga County Enterprise Zone; operates the Business Retention & Expansion Program, as designated by the Tioga County Commissioners; administered the Stay Invent the Future Program in Pennsylvania, encouraging our young people to stay and work in Tioga County and Pennsylvania; and developed and implements Leadership Tioga County. He attended Williamsport Area Community College (now Pennsylvania College of Technology), majoring in Liberal Arts and holds a BA from Bloomsburg University in Political Science and Public Administration and has completed half of his MBA from Syracuse University. Prior to his current position, he served as Economic Development Coordinator with the Southern Tier Central Regional Planning & Development Board; as Deputy Director, Economic Development Specialist & Community Development Specialist with the Northern Tier Regional Planning & Development Commission; as Lawrenceville Borough Manager and as Executive Director of the Lower Tioga Council of Governments. Bob has over 32 years of professional experience in Economic & Community Development. He has packaged and secured over $131 Million in state and federal grants & loans for economic and community development projects for Tioga County and the Northern Tier Region of Pennsylvania. He has been a Member of the Pennsylvania Economic Development Association (PEDA) since 1978; was elected to the PEDA Board of Directors in October 1999; PEDA Secretary, 2001; Treasurer 2003. He is a Member of the Northeast Economic Development Association (NEDA) since 1999, as well as several other local, county and regional organizations. He resides in Wellsboro and has three children, Kaleb (deceased), SanBee and Anthony.

Lillian P. Smith, Economic Development Coordinator
As Economic Development Coordinator of the Tioga County Development Corporation (TCDC), Lillian assists Tioga County industries and businesses with financial assistance through our Tioga County Revolving Loan Fund and the Tioga County Enterprise Zone Revolving Loan Fund. She also develops and implements various economic development programs to continue to retain and create employment in Tioga County. She conducts meetings with Tioga County businesses and industries for the Business Retention & Expansion Program. She assists the President/CEO with all TCDC Programs including our new Tioga County Enterprise Zone, TTEC and business and industry projects.
Lillian has a BA in Psychology from Mansfield University and is a Pennsylvania Economic Development Association (PEDA) Certified Economic Development Professional. She serves on the PEDA Conference Committee. She has been employed by TCDC since 2000 with five (5) years of previous experience in workforce development. Lillian and her husband, Ed, reside in Wellsboro, Pennsylvania with their daughter Alicia and son, Nathan.

Carolyn E. Conte, Administrative Assistant
Administrative Assistant of the Tioga County Development Corporation, Carolyn began her position in April 2001. Prior to her present position, she was employed as a part-time clerk at Delmar Township. She graduated with honors from Pennsylvania College of Technology/North Campus with an Associate Degree in Office Technology. While attending college, Carolyn worked part-time in the College Library. She has recently been elected to Auditor for Delmar Township and is a Member of the Tioga County Township Officials Association. Carolyn has lived in Tioga County all her life and has four children: Karen, Kevin, Peter and Joseph. She has three grandchildren: Christine, Brenna and Bryon.

Christie L. Blackwell, Leadership Development Coordinator
Born and raised in Tioga County, Christie is the Leadership Development Coordinator for the Tioga County Development Corporation. As Leadership Development Coordinator, Christie develops and implements Leadership Tioga County, including the Youth Leadership Program, Community Leadership Program and the Individual Development Program. She also maintains and develops TCDC's website, distributes and develops media releases and implements all electronic newsletters and electronic outreach services.
Christie attended Mansfield University, and holds a BS in Communications. Christie and her husband, Paul, reside in Wellsboro, Pennsylvania with their daughter Karah.

Erin L. Butters, Workforce & Career Development Coordinator
Workforce & Career Development Coordinator of the Tioga County Development Corporation, Erin is originally from the Boston area and has lived in Tioga County since early 2004. She received her BA in International Relations and Philosophy from Tufts University. Erin comes to the Tioga County Development Corporation from the financial sector and has been working with the Workforce & Career Development Program since October of 2005.
As the Workforce & Career Development Coordinator, Erin develops partnerships while working closely with the businesses, industries and school districts of our county. The program helps our businesses, school districts and community gain access to career development resources that they need. Erin also administers the Educational Improvement Tax Credit Program which helps funnel local business state taxes back into our public education system. Erin and her husband, James, live in Wellsboro.

Nichole R. Hall, Special Projects Coordinator
Special Projects Coordinator of the Tioga County Development Corporation (TCDC), Nichole was born and raised in Tioga County. As Special Projects Coordinator, Nichole supports the operations of TCDC through assisting in website maintenance, TCDC eNews Insider monthly newsletter development, grants management and systems management. She is also involved in the Buy Tioga County marketing campaign.
Nichole received her BS in Social Work with a minor in Leadership Studies from Lock Haven University of Pennsylvania. She then received her MS in Social Administration with a concentration in Community Development from the Mandel School of Applied Social Sciences at Case Western Reserve University. She currently resides in Blossburg.
